No, I'm Irish, and have been to both Portugal and France. They speak English. Not sure why bilingualism is such a hard concept for many. It's 2023 my dude, it's a core language of the EU and not for Ireland's benefit.
Just spoke to someone living in France, where he lives hardly anybody speaks English… To say "they speak English" is too fucking general and you should know that, cosmopolitan areas yeah more people will be bilingual, but still not all.
