Considering they are supposed to be past the computer age and at the deep space exploration age, it would be insane to not have tons of redundancies and work arounds, probably very poorly documented ones too. I suspect that there are multiple Borgs at different, distinct levels of advancement and organization, some so far removed from the others that they bare little resemblance.
Borg in the middle of a battle, systems corrupted, restoring backups, systems not available for three hours. Then some small ship thinks they know how to defeat the Borg only for their civilization to be wiped out.
